Three years ago, the State Government introduced a law that it said
would stop this practice. It requires that estimates are based on
what 'a willing but not anxious buyer' would pay, and forbids
agents from advertising for less than their own estimate. However,
it does not attempt to define an underquote by percentage. As yet,
not one agent has been prosecuted under the state law. It seems to
me that this law is failing and

I have been trying to buy a house now for six months and I am at
the point of 'throwing in the towel'. You real estate agents are
winning. I have invested so much time and money into my search for
a home in my price range only to watch the properties I hoped to
buy to sell for far more. I cannot afford a house at the price I
have budgeted.
